Google is having an issue with a particular company, Symantec, so now the Chrome web browser pretends a hacker or “attacker” is coming to get you if you try to spend money using PayPal.

Unfortunately, PayPal uses Symantec to do transactions so they and the people that use PayPal through Chrome are caught in the crossfire.
